SPIRITUAL AND POLITICAL LEADERSHIP IN MUTAWALLI SHA'RAWI’S QUR’ANIC EXEGESIS: EVALUATING ITS RELEVANCE TO CONTEMPORARY NATION-STATE GOVERNANCE

This study explores the role, function, and relevance of ulama and umara in the context of managing society and the state based on Mutawalli Sya'rawi's interpretation in Tafsir Sya'rawi. The background of this study is rooted in the importance of understanding the dynamic relationship between ulama, as guardians of religious teachings, and umara, as rulers of state administration. The purpose of the study is to identify the role of each entity according to Sya'rawi, and to assess the relevance of their collaboration in creating a just and prosperous government. This study is included in the type of library research which is qualitative in nature. The data sources used are primary and secondary data. The primary data source used is the Sya'rawi tafsir book by Mutawalli Sya'rawi. While secondary data sources are obtained from tafsir books, journals, articles or research and other supporting literature. The results of the study show that ulama function as providers of moral and spiritual guidance, while umara are responsible for implementing policies and administration. Harmonious collaboration between the two is considered key to implementing policies that are effective and in accordance with Islamic principles.
