PENDAMPINGAN SISTEM ONLINE SINGLE SUBMISSION (OSS) BAGI PELAKU UKM SEBAGAI UPAYA LEGALITAS USAHA DAN TERCATAT DI PEMERINTAH BLITAR RAYA

Penelitian ini bertujuan untuk mendukung tertib administrasi pelaku Usaha Kecil dan Menengah (UKM) di wilayah Blitar Raya sekaligus menganalisis perubahan mindset pragmatis pelaku UKM terhadap program pemerintah. Penelitian ini menggunakan pendekatan berbasis pengabdian kepada masyarakat melalui kegiatan pendampingan pendaftaran Nomor Induk Berusaha (NIB) menggunakan sistem Online Single Submission (OSS). Metode yang digunakan adalah Service Learning, yang mengintegrasikan kegiatan pembelajaran dengan pelayanan kepada masyarakat. Hasil penelitian menunjukkan bahwa proses sosialisasi, pelatihan, dan pendampingan pendaftaran NIB melalui platform OSS berjalan dengan baik dan memperoleh respons positif dari sebagian besar pelaku UKM. Namun demikian, selama proses pendampingan ditemukan adanya kecenderungan perilaku pragmatis, yang tercermin dari menurunnya tingkat partisipasi peserta pada tahapan pelatihan, pendampingan lanjutan, hingga evaluasi. Temuan ini mengindikasikan masih kuatnya persepsi sebagian pelaku UKM bahwa program pemerintah bersifat seremonial dan tidak berkelanjutan. Penelitian ini merekomendasikan agar pemerintah sebagai pemangku kebijakan melakukan evaluasi dan penyesuaian regulasi serta strategi pendampingan yang lebih berorientasi pada keberlanjutan dan perubahan perilaku pelaku UKM.
